TO THE 54 th CONVENTION OF THE

To: All Affiliates of the Saskatchewan Federation of Labour, CLC

Dear Brothers and Sisters:

1. This is your official notification that the 54 th Annual Convention of the Saskatchewan Federation of Labour, CLC, will be held at TCU Place, 35 – 22 nd Street East, Saskatoon, Saskatchewan, October 21 – 23, 2009. The Convention will open at 9:30 a.m. on Wednesday, October 21, 2009.

Deadline for receiving Resolutions – Noon on Monday, September 21, 2009
Deadline for Early Bird Registration ($200) - Monday, September 21, 2009
Credentials received after September 21 st must pay $225

2. REGISTRATION
of delegates will take place from 7:00 p.m. - 9:00 p.m., Tuesday, October 20 th, and again commencing at 8:30 a.m., Wednesday, October 21 st at TCU Place. No registrations will be accepted from affiliated organizations who are in arrears and who have not paid the monies owing within 48 hours after the first Call to Order of the Convention.

3. THE BUSINESS OF CONVENTION
will include those matters within the purview of the Federation, based on the resolutions and reports before the delegates.

4. REPRESENTATION
to the Convention shall be in accordance with Article IV, Section 4, of the Constitution of the Federation, as follows:

a) From affiliated organizations:
1 delegate for 1 - 50 members.
1 additional delegate for the next 50 members or major portion thereof.
One additional delegate for every 100 members or major portion thereof.

By way of example:
1 delegate for 1 to 75 members
2 delegates for 76 - 150 members
3 delegates for 151 - 250 members
4 delegates for 251 - 350 members
5 delegates for 351 - 450 members
6 delegates for 451 - 550 members
7 delegates for 551 - 650 members
8 delegates for 651 - 750 members and so on.

Membership for the purposes of this section only shall mean the average number of members on whom per capita has been paid by the affiliate for the 12 months preceding the SFL year end (August 31st).

b) From affiliated Labour Councils, chartered by the Canadian Labour Congress, three (3) delegates each. Plus one (1) Youth delegate.

c) From the Saskatchewan Federation of Union Retirees (SFUR/CURC), three (3) delegates who are members in good standing of SFUR/CURC.

d) Affiliated organizations from which an Executive Officer (President, Treasurer, Recording Secretary, Vice-President) is delegated, shall be entitled to an extra credential for such Officer.

e)Youth delegate entitlement. (YOUTH CREDENTIAL CALL, along with youth credential and alternate forms, will be sent to Senior Staff Representatives of affiliated organizations.)

 5. CREDENTIAL LISTS
Duplicate credentials are enclosed with this Call. Keep the YELLOW copy for your records.
The WHITE copy must be mailed to: Saskatchewan Federation of Labour, 220 - 2445 - 13th Avenue, Regina, Saskatchewan, S4P OW1 with the Registration Fee.

An Early Bird registration fee of $200 per delegate will be accepted if received in the SFL office (with a properly completed credential list and cheque payable to the Saskatchewan Federation of Labour) no later than 30 days before the opening of the Convention. THE EARLY BIRD DEADLINE is September 21, 2009. (Faxed credentials will not be accepted to qualify for the early bird fee as the fees must accompany the credential.)

Any credentials received after this date will pay a registration fee of $225 per delegate, WITHOUT EXCEPTION.

Credentialed Alternate list forms are enclosed with this Call. This alternate form must be mailed to the Federation office with the credentials list. The fees applying to alternates are indicated on the Alternate list form.

 Registration fees cover normal registration costs, the banquet and coffee.

PLEASE NOTE THAT THERE WILL BE NO REDUCTION FOR PARTIAL DAYS ATTENDED.

Article IV, Section 12 (e) states: the Federation shall, not later than ten (l0) calendar days prior to the start of the Convention, forward to each delegate registered by the registration date copies of all resolutions received. To be consistent with this section, no refunds shall be made later than 10 calendar days prior to the start of Convention for these registered delegates. (October 11, 2009)

6. DELEGATE QUALIFICATIONS
Your attention is drawn to Article IV, Sections 5(b) and (c). These stipulate that a delegate must be "a member of the local union, lodge, regional or provincial organization he/she represents at the Convention, or a full time representative of the organization", and further that the organization is "an affiliate in good standing with the Federation."

7. AFFILIATE QUALIFICATIONS
Article IV, Section 8 of the Constitution states: “Any organization suspended or expelled by the Canadian Labour Congress or this Federation shall not, while under such penalty, be allowed representation in the Federation Convention. Section 7 of the Constitution states: “Organizations shall be entitled to representation at the Convention provided they are paid up in per capita tax for all preceding months up to and including the SFL fiscal year end (August 31 st)," and Section 9 states: "Any organization which has not applied for and obtained a Certificate of Affiliation at least one month prior to the Convention shall not be allowed representation in this Federation."

8. RESOLUTIONS AND CONSTITUTIONAL AMENDMENTS
All resolutions, petitions, and appeals other than those submitted by the Executive Council or those provided in Section 10 of Article IV, to be considered by any Convention of the Federation, must be received by the Federation thirty (30) calendar days immediately preceding the opening of the Convention.

Any resolution to be accepted must be submitted by the Executive Council or by an organization affiliated to the Federation and signed by two (2) duly authorized officers, and where possible bear the official seal of the body submitting it. A resolution shall not deal with more than one subject, shall refer to the action which is proposed, and shall contain not more than two hundred (200) words.

THE DEADLINE DATE IS NOON, MONDAY, September 21, 2009. Resolution forms are enclosed.

9. ACCOMMODATION
Refer to enclosed instructions and list of unionized hotels where rooms have been block booked.

10. CHILD CARE
Child care will be provided. For details see the enclosed form. Request must be made by September 21.

11. SPECIAL NEEDS
In order to properly accommodate persons with disabilities, the SFL may have to make special services available at the Convention. In addition, it is possible that alternate media forms (other than print) would be necessary. To allow us adequate time to make the necessary arrangements, it would be appreciated if you would inform our office by September 21, 2009 if special assistance is required.

Your cooperation in following the procedure set forth in this Call will greatly assist in arrangements for an effective and worthwhile provincial Convention.
